I see there's a SEA ILS 16R approach. Perhaps someone was mixed up when they wrote the flight info.

I don't have the FS2K2 charts here, but according to the NOAA plates that I have now show MILLT as being 11nm from the MAP. Perhaps this is what the problems is?

There may be a trigger that switches a flag that you've descended far enough (remember there's an upper limit to the blocks for airspace). If the flag isn't set/triggered, the program just loops.

Hmm, try it again but using 11nm for MILLT and see what happens.
